Good afternoon committee, we’re just giving a moment for a couple more people to log in and then we’ll commence. Good afternoon committee, we do have quorum. For our committee’s information, we are just waiting for councilor Cassidy to join us and councilor Turner will be absent today, but we do have quorum.

So we can proceed and I will now look to committee for disclosures of the culinary interest. Seeing no disclosures, I will now turn to our consent items. We have eight items before us on the consent docket and item 2.7 is going to be pulled due to staff request, which we’ll discuss when we get to it. Looking to committee to see if there’s anything else from 2.1 to 2.8 that you would like to deal with separate.

Okay, so that leaves us items 2.1 through to 2.8 with the exclusion of 2.7. Looking to committee for a mover and a seconder or if you would like a discussion beforehand, councilor Helmer will move. Councilor Van Merbergen will second. Okay, and opening it up now for committee’s questions, comments or concerns or stuff is with us and are on standby to answer what we need.

Okay, my speaker’s list will now commence with councilor Helmer. Thank you. Through the chair, I had a question about item 2.5, which is the emergency purchase for the magnet drive. Obviously not great to see those components failing, especially in the southeast reservoir, which for many years has just come online and up and running and then we have this problem.

My question is whether the equipment is being used in any of the other pumping stations or if it’s just limited to the southeast reservoir and do staff have any concerns about any other locations and vulnerabilities related to this issue. Thank you for that question as it is a critical piece of equipment. And I believe Mr. Otterkirk is my go-to on that one.

So the floor is yours. Thank you, Madam Chair. Actually, that’s a drinking water side. I can speak to the fact that we do have magnet drives installed in our plant as well, but I’ll let Mr.

Simon handle that question. Thank you. Yes, I certainly can. Through the chair, southeast reservoir is the only location that we have magnet drive units.

So there are four in total there. Follow up questions, Councilor Helmer? Yeah, well, since Mr. Otterkirk has volunteered it.

What’s the extent of the magnet drives on the wastewater side? They are, sorry, through the chair, the magnet drives are installed on two of our low lift pumps at Greenway. Those are the only location that we have or not typically we use VFDs, but in this location, they made sense. And they’ve, sorry to follow up or clarify, that’s been since 2004.

They’ve been installed for quite some time. So our success rate with them is fairly high. Mr. Helmer?

That’s it for me, thanks. To Councilor Cassidy, welcome to committee. All items of consent are currently on the floor with the exception of 2.7. So we’re just going through questions now.

So if you have anything, I will come to you in a moment, looking to committee for other questions in regards to the consent items. Councilor Cassidy, please proceed. Thank you, Madam Chair. My apologies for being late.

And hopefully I’m not going to cover any items that have already been covered, but I’m wondering for the, for 2.4, the steel guide rail and access and accessories. I wonder why it is so much the two bids that we received were so much over the expected budget. Thank you for that. And to Councilor, the only item that we’ve actually discussed so far was 2.5.

So every other question will be new. So Mr. McCray, I will turn it over to you for item 2.4 and the Councilor’s questions. Yeah, thank you through the chair.

It is a function of a couple of things. One is a lot of these are addressed on a flow through basis where the funds are recovered from insurance claims. So there is no impact to the city budget. And the other is, it’s just based on assumed quantities in the contract to help contractors bid, but really the work and the quantities of the work under this contract are somewhat unpredictable and certainly scalable as it’s a unit price contract.

And the quantities were estimated to be with some conservatism to allow the city flexibility in the future, but it certainly doesn’t commit us to that level of expenditure. So there’s no concerns on the budget side. Okay, great. Three, Madam Chair.

I also have a, I do have some questions on 2.5. What is the, so there were four years of these mechanisms in use it looks like. And so I’m wondering what’s a normal or what would be expected lifespan on these mechanisms? Okay, to staff.

Thank you. It’s John Simon here through the chair. The expectation would be somewhere between 10 and 20 years if things functioned well. We’re not entirely sure why they failed or were on their way to failure.

So we pulled them out of service to do the investigation, conduct some forensics to see what could have been the problem. We’re working with the manufacturer presently. We do have the, of course, through this council submission, a new unit being prepared for us. And we’ll see how it works and go from there after that.

Okay, thank you. And through you, Madam Chair, some follow up questions. Did the smaller pumps use a similar mechanism? And I see in the report there’s, we wanna get one of the larger pumps back online to mitigate any risk of the smaller ones.

But do they have a similar mechanism in use? Through the chair, it’s John here again. No, they are on standard variable frequency drive electrical units. So they are somewhat different on the smaller units and they’re functioning perfectly.

So two more questions and I’ll ask them at the same time. Number one, does this, the adjustable speed drive, does it slow the water down before coming into smaller systems so that it doesn’t like blow something or overload the system? So that’s just a question of what does this mechanism actually do? And secondly, is there a warranty?

Are they under warranty in any way? Through the chair, John Simon again, there was a warranty, we’ve lapsed the warranty period. We are trying to negotiate with the manufacturer of the peculiarity of this failure or impending failure and to see if there’s something available there. So there’s no news on that yet.

The way they do function is they do ramp up and they do ramp down to control flow and pressure and they’re completely adjustable and run by SCADA systems as they operate. So there’s lots of diversity as they operate. Thank you, thank you, Madam Chair. And welcome, Councillor Lewis to committee, looking to committee and guest Councillors if there’s any further questions in regards to the consent items 2.1 through to 2.8 with the exception of 2.7.

I’ll recognize Councillor Lewis. Thank you, Madam Chair. I wanted to just join today to ask about the area speed limits in the traffic and parking by-law changes and primarily while I support moving the residential areas to 40 kilometers an hour, the six that are being recommended for implementation, I certainly have no problem with those. What I kind of have a concern about though is that we’ve got the first one that’s in the agenda, the East London bounded by Highbury, Oxford, Clark and Dundas, and then we move down to the fifth one, the South East London area bounded by Highbury, CN Rail, Clark and Goar and Veterans Memorial.

We’re actually leaving out, well, pretty much more too. And it is actually a little bit of a concern to me that we’re gonna have a South area and a North area with different speed limits than the central part of the East End and one of the things that I’ve heard from feedback from residents on speed limit changes is, can you be consistent? On my commute, I’m going through three or four different speed zones. I’d like it to be something consistent.

So I’m just through you wondering if staff can comment on when the rest of the East End and specifically South of Dundas to Trafalgar or to the north side of the CN rail line will be addressed. Thank you for those questions. Mr. McCrae, for your response, please.

Yeah, thank you. Through the chair, so the area speed limits just by virtue of the magnitude of the program is being phased in and the phasing is constrained by the previous direction to consider operating impacts to the London Transit Commission. And with some minor exceptions that we talked through with London Transit, we were currently limited to implementing in areas that they’ve identified as no to minimal impacts or potential impacts to their operating until they are able to review and assess the actual impacts to rationalize against what they had predicted earlier. So that unfortunately is somewhat dictates which areas we can expand to in the contiguous nature of them.

So we’re in continuous dialogue with LPC on that. Their analysis unfortunately is delayed somewhat by the pandemic impacts on their service and trying to compare this while there’s other external factors at play. So that guides the implementation of it. That said, we certainly are open to your feedback and we’ll specifically review the area that you mentioned for future implementation phases.

Councillor Lewis to follow up or are you okay? I’ll just a brief comment then Madam Chair and I appreciate everything just McCrae said and it makes a lot of sense with the ARGAL while being a transit hub. And I certainly know that the West and sorry, the number seven and the number two are busy transit routes that we want to be careful about impacting as well and those run right through the board. So understanding those considerations and certainly the impact pandemic has had on transit ridership and what that might mean in the future.

Hearing that, I’m more than content to wait and staff will get to it when they get to it. Thank you. Thank you for that and I’ll recognize Councillor Cassidy. Madam Chair, thank you for recognizing me again.

I forgot a question that I had as well for the 2.6 renewal of the lead service extension replacement loan program. So I’m wondering what happens upon the sale of a house if they have not yet repaid the total loan as it’s phased out over 10 years. Thank you for that one and I will go to I believe Ms. Chair as for comment.

The procedural piece here is one on staff side. We must have completed an information security check to the satisfaction of our right information technology services director according to the purchasing by-law. So this is a step that is underway right now, but it must be completed before we start the committee and council process. So as a result, we’re gonna be delayed a couple of weeks and that process that I just described is underway right now.
