2.1   Demolition of City-Owned Property Buildings - 3243 Manning Drive

2023-12-04 Staff Report - (2.1) Demolition-3243 Manning Drive

That, on the recommendation of the Deputy City Manager, Finance Supports, on the advice of the Director, Realty Services, with respect to the City-owned property located at 3243 Manning Drive, the following actions be taken:

a) the improvements associated with the subject City-owned property BE RECOMMENDED for demolition; 

 

b) the Civic Administration BE DIRECTED to take all necessary steps to demolish the buildings, including completing a request for quotation for work to be completed, obtaining a demolition permit and any other activities to facilitate demolition of the improvements on the sites detailed in the report; and

c) the Civic Administration BE DIRECTED to report back to Council with the income opportunities for the interim use of this land.

it being noted that existing capital accounts and operating accounts will be drawn upon as a source of financing to carry out the subject demolitions.

[22:37] Okay, I’m going to call the first meeting of the Corporate Service Committee to order 1201, December 4th, 2023. The city of London is situated on the traditional lands of the Anasheb Chabek, Haudenosaunee, Lenny Payawak, and Adwondron. We honor and respect the history, languages, and culture of the diverse indigenous people who call this territory home. The city of London is currently home to many First Nations, Métis, and Inuit today. As representatives of the people of the city of London, we are grateful to have the opportunity to work and live in this territory.

Seeing none, in terms of the election of Vice Chair, I’m sure we’ve all seen the notice that it was circulated.

[23:49] I wanna congratulate Councillor Cuddy on generously agreeing to be Vice Chair. So thank you for that, I’ll show you a great job. And moving on to our consent items. I have been asked to pull 2.1, so we will leave that for deferred matters. We are onto 2.2, the report of the Federation of Canadian Municipalities Board of Directors. The virtual meeting was held September 14th, 2023. Unfortunately, Councillor Frank could not join us, but she has said that if any Councillors do have any questions, her door is open and she’s happy to take questions.

[24:29] Councillor, Councillor Van Mirbergen. Yeah, I’ll move that. Seconded by Councillor Stevenson. We’ll open that for voting. Councillor Van Mirbergen, closing the vote. Motion passes, five to zero.

[25:08] Okay, thank you. Moving on, we don’t have any scheduled items. There’s no items for directions, so we are onto the deferred matters, which is 2.1 from the consent agenda, which is the demolition of city-owned property and buildings at 32.43 Manning Drive, start a speaker’s list. Councillor Stevenson, go ahead. Thank you, I would like to move this motion with the addition of C, which I’ve provided to the clerk. Okay, just give us a moment to put it up. Do you like me to read it?

[26:06] If you’d like to read it, go ahead. C, the civic administration be directed to report back to council with the income opportunities for the interim use of this land. Do we have a seconder for that motion? Okay, Councillor Cai, from that for discussion. Now you’d like to speak to it? Councillor Stevenson. Thanks, I’ll just explain why. In the executive summary, it says that the removal of these buildings will allow for other potential intermuses, including farming of crops. And so I was just looking for a report back to make sure we knew that that was realized or how much.

[26:47] Okay, thank you. And two staff, I’m just curious if it is currently being, if that land is being rented, I would imagine unused agricultural land with that would be our process, but I will go to staff to answer. Yeah, through the chair, yes. We do actually tender up the land on an annual basis. So the lands are farmed. This was a portion of the land that was used for livestock cattle. The farmer doesn’t no longer wants to operate that business and we don’t see that these improvements really have much value. And there’s also a longer term studies with respect to the lands and future projects as well.

[27:20] We’ll be coming forward later in the spring to council with some reports to keep to get your decisions on those plans as well. Okay, thank you for that answer. And with that in mind, Councillor Stevenson, do you still want the motion or are you happy for them to bring that report back? Yeah, thank you. I would like just to see that and for the public too, to just see what income is being generated from that. Okay, so would you like the report, or your motion to reflect, you would like to see the potential income streams then? A report back on the income generated from that property, the income opportunities from that property.

[28:11] Are there any other speakers to that motion? Can everyone see the motion? Or has everyone had a chance to look at the motion? Pretty straightforward, there are no other discussions. We will open that for a moment. Councillor Hayne.
