That, on the recommendation of the Deputy City Manager, Neighbourhood and Community-Wide Services, with the concurrence of the Deputy City Manager, Finance Supports, the following actions be taken with respect to the staff report dated August 10, 2026 related to the Canada Life Assurance Company Donation to Victoria Park:

a)    the donation of $165,000 by The Canada Life Assurance Company for installation of the Dynamic Lighting Upgrades and Temporary Accessible Seating in Victoria Park BE ACCEPTED as per Section 4.1a) of the City of London Donation Policy;

b)    the proposed by-law, as appended to the staff report dated August 10, 2026, as Appendix “A” BE INTRODUCED at the Municipal Council meeting to be held on August 25, 2026, to:

i)    APPROVE the Donation Agreement, as appended to the above-noted by-law, between The Corporation of the City of London and the Canada Life Assurance Company, setting out the terms and conditions of a donation of $165,000 for dynamic lighting upgrades and temporary accessible seating for Victoria Park;

ii)    AUTHORIZE the Mayor and the City Clerk to execute the above-noted Donation Agreement;

iii)    DELEGATE authority to the Deputy City Manager, Neighbourhood and Community-Wide Services, or their written designate, to act as the City Representative for the purposes of the Donation Agreement and to undertake all administrative tasks related to the donation.

2.2   Proposed Winter Response for 2026-2027

That, on the recommendation of the Deputy City Managers of Neighbourhood and Community-Wide Services and Social and Health Development, the following actions be taken with respect to the revised staff report dated August 10, 2026 related to the Proposed Winter Response for 2026-2027 and funding under the Unsheltered Homelessness and Encampments Initiative (UHEI):

a)    the proposed by-law (Appendix “A”) BE INTRODUCED at the Municipal Council meeting to be held on August 25, 2026, to:

i)    DELEGATE authority to the Deputy City Manager, Social and Health Development and the City Manager, severally, to approve the 2026-2027 Contribution Agreement for the Unsheltered Homelessness and Encampments Initiative (UHEI) with His Majesty the King in right of Canada, as represented by the Minister of Infrastructure and Communities and The Corporation of the City of London, substantially in the form appended to this report as Appendix “B”, and provided that the agreement does not require additional municipal funding or are provided for in the City’s current budget, do not increase the indebtedness or contingent liabilities of The Corporation of the City of London, and are satisfactory to the Deputy City Manager, Legal Services;

ii)    DELEGATE authority to the Mayor and the City Clerk to execute the above-noted Contribution Agreement; 

iii)    DELEGATE authority to the Deputy City Manager, Social and Health Development or their written delegate, to approve such further and other documents, including amending agreements, that may be required in furtherance of the UHEI that are consistent with the requirements contained in the above-noted Contribution Agreement, provided that such documents do not require additional municipal funding or are provided for in the City’s current budget, do not increase the indebtedness or contingent liabilities of The Corporation of the City of London, and are satisfactory to the Deputy City Manager, Legal Services;

iv)    DELEGATE authority to the Mayor and the City Clerk to execute the above-noted amending agreements;

b)    funding received through the Unsheltered Homelessness and Encampments Initiative (UHEI), in an amount of up to $2,152,275, BE APPLIED toward the Proposed Winter Response for 2026-2027;

c)    the Civic Administration BE DIRECTED to report back on, and provide a copy of, the final executed 2026-2027 Contribution Agreement for the Unsheltered Homelessness and Encampments Initiative (UHEI);

d)    the Civic Administration BE DIRECTED to implement the Proposed Winter Response for 2026-2027;

e)    the Civic Administration BE DIRECTED to proceed with the preparation of a business case for the 2027 Annual Budget Update for winter response funding for winter 2027-2028 and beyond; and,

f)    the Deputy City Manager, Social and Health Development, or their written designate, BE AUTHORIZED to undertake all administrative, financial and reporting acts necessary in connection with the above-noted Contribution Agreement and amending agreements;

it being noted that a verbal delegation from T. Davies, with respect to this matter, was received;

a)    the updated Emergency Shelter Guidelines, as appended to the above-noted staff report as Appendix “A”, BE RECEIVED;

b)    the Civic Administration BE DIRECTED to implement the updated Emergency Shelter Guidelines; and,

c)    the Civic Administration BE AUTHORIZED to make further administrative updates, as required, to support current and future procurement activities;

a)     that the following actions be taken with respect to the 2026 Environmental Stewardship and Action Community Advisory Committee (ESACAC) Budget:

i)    the report BE AMENDED to remove any proposed potential partnership; and,

ii)    the report, as amended, BE DEFERRED to the August 27, 2026 meeting of the ESACAC for further consideration;

it being noted that the communication, as appended to the Agenda, from N. Karsh, with respect to this matter, was received;

b)     the following actions be taken with respect to the Smoky Weather Pattern/Air Quality Discussion:

i)    the Civic Administration BE RECOMMENDED to review its current strategy related to Smoky Weather Patterns/Air Quality;

ii)     the attached report related to the above-noted report BE RECEIVED;

it being further noted that ESACAC held a general discussion with respect to this matter;

d)     clauses 1.1, 3.1, 3.2, 5.2 and 5.3 BE RECEIVED;
